THE Ministry of Skills Audit and Development is developing a 2027 Strategic Plan to address critical skills gaps and align workforce competencies with Zimbabwe’s industrialisation, productivity and employment creation targets.
The plan is expected to strengthen the link between skills development and national economic priorities, equipping the workforce for the demands of a rapidly changing technological and economic environment.
Speaking during a consultative workshop to launch the formulation of the plan yesterday, acting Permanent Secretary Mr Clifford Matorera said its effectiveness would depend on participants identifying clear priorities, responsibilities, and measurable outcomes.
“We must agree on priorities, responsibilities, measurable outcomes, and practical interventions that connect skills development directly to productivity, industrialisation, employment creation, and inclusive economic growth,” he said.
Mr Matorera said the strategic plan would be guided by the National Development Strategy 2 (NDS2), which outlines Zimbabwe’s economic transformation framework for the 2026-2030 period.
He said the country’s industrialisation ambitions depend on its ability to develop the skills and productive capabilities needed to support economic growth.
“No nation can industrialise beyond the skills and productive capabilities of its people,” he said.
The ministry’s proposed strategic plan is anchored on five pillars: National Skills Audit and Skills Intelligence; Skills Research and Development; Recognition of Prior Learning; Strengthening Technical and Vocational Skills Development and Digital and Special Skills Development.
