Norton Town Council has introduced 100-day performance targets for management as part of efforts to improve accountability and service delivery in line with Statutory Instrument 69 of 2026 on Minimum Service Delivery Standards.
The targets will run from next month until August 31, 2026.
Presenting the town secretary’s report during the 307th Ordinary Meeting of Council, town secretary Mr Kizito Muhomba said management was expected to treat the initiative with urgency and seriousness.
“Management is expected to treat this matter with the seriousness it deserves, as the targets are intended to ensure focused implementation, measurable progress, improved accountability and enhanced service delivery,” he said.
Mr Muhomba said heads of departments would be required to regularly report progress through their respective committees to allow the council to monitor implementation and intervene where necessary.
“The 100-day targets will serve as a performance monitoring tool to ensure departments remain focused on priority service delivery areas,” he said.
Among the priority targets are the completion of the valuation roll, finalisation of civic centre designs, formal application for municipal status and disposal of residential stands.
Other targets include procurement of a refuse compactor, road maintenance according to schedule, installation of road signage, maintenance of council buildings and improvement of revenue collection to 60 percent.
Council is also targeting the resuscitation of water and sewer services at Katanga Utano Clinic and the CDF market, establishment of a fire station, procurement of personal protective equipment, servicing of Tankatara suburb and completion and allocation of Culfar market.
Meanwhile, Mr Muhomba revealed that the council had cancelled a contract for street lighting after the contractor failed to meet the required specifications.
As long as the council hasn’t tamed the chaos at Katanga market, it hasn’t done much for Norton.
