SENIOR Government officials from the Office of the President and Cabinet (OPC), the Public Service Commission (PSC), and the Ministry of Finance, Economic Development and Investment Promotion have converged in Kadoma for a three-day Tripartite Strategic Planning Workshop to map the country’s development priorities for the 2026-2030 period.
The workshop has drawn participants from the United Nations Development Programme (UNDP), the Confederation of Zimbabwe Industries (CZI), the Zimbabwe National Statistics Agency (ZimStat), the Procurement Regulatory Authority of Zimbabwe (PRAZ), and other key stakeholders.
Chief Secretary in the Office of the President and Cabinet, Dr Martin Rushwaya, officially opened the workshop this morning, describing it as timely following the recent promulgation of Constitutional Amendment Act No. 3.
“The workshop comes on the backdrop of the nation having witnessed the promulgation of Constitutional Amendment Act No. 3 on July 7, 2026. The Act provides a legitimate framework for the consistent execution of long-term development and impactful programmes across the public sector,” said Dr Rushwaya.
He said the amendment further gives impetus to the accelerated implementation of the transformative and reform agenda under NDS2 and, ultimately, Vision 2030 by promoting good governance, macroeconomic stability, investor and business confidence and the sustained implementation of long-term national development programmes.
Dr Rushwaya, however, cautioned that the constitutional amendment alone would not improve citizens’ lives unless public officials translated it into tangible results through efficient service delivery.
“We’ve seen the emergence of new policies, technologies, and increasing public expectations on how we should deliver value with limited resources,” he said, urging senior Government officials to use the workshop to identify practical solutions to challenges that had hindered the achievement of some national development targets in previous years.
He said the Tripartite structure was expected to align national policy, public service management and resource allocation to ensure programmes with the greatest impact received priority.
“To ensure that the Second Republic delivers on the people’s mandate in a systematic and well-coordinated manner, His Excellency President Dr Emmerson Mnangagwa instituted this platform to integrate policy direction, public service management and resource allocation, ensuring reform initiatives are supported by consensus and sound institutional management systems,” said Dr Rushwaya.
PSC chairperson Dr Vincent Hungwe delivered a presentation on re-engineering the public service to achieve Vision 2030 through human capital development, digital transformation and enhanced Tripartite alignment.
In his presentation, Secretary for Finance, Economic Development and Investment Promotion Mr George Guvamatanga said Zimbabwe’s economic structure had continued to transform, with annual inflation standing at 3.1 percent for the Zimbabwe Gold (ZiG) currency and 3.2 percent for the United States dollar.
Mashonaland West Provincial Affairs and Devolution Minister Marian Chombo said the Government’s emphasis on value addition and beneficiation presented significant opportunities for investors to establish downstream industries, creating jobs and increasing domestic value retention.
“As provincial leadership, we remain committed to facilitating responsible mining that promotes sustainable development, environmental stewardship and shared prosperity for our communities,” she said.
Deputy Chief Secretary for Presidential Communications Mr George Charamba and Deputy Chief Secretary Mr Zvinechimwe Ruvinga Churu are expected to deliver presentations later this afternoon as the workshop continues.
