ZIFA have sent a proposal to the Premier Soccer League to increase teams from 18 to 20 next year.
This they said in a letter drafted by chief executive officer Yvonne Manwa would be in line with international trends.
The change ordinarily a constitutional matter is proposed to be introduced next year with a National Division One League.
At the moment there are four regional leagues with 16 teams whose winners are promoted to the Premiership.
The 18 club chairpersons sit in the ZIFA Assembly.
In the letter dated 10 November and addressed to acting chief executive Rodwell Thabe, Zifa said with the 20 clubs they would have to align with the international calendar.
Zifa believe the change will bring a commercial and broadcasting value.
Zifa has lined up elections for December and it is likely the proposal which needs Assembly approval could be tabled for the next Zifa Assembly meeting whose date is unknown.
