THE Zimbabwe National Road Administration (ZINARA) has announced plans to introduce a consolidated vehicle compliance disc bringing together the ZBC radio licence, motor vehicle insurance and vehicle licence.
The proposed single disc, targeted for introduction before the end of the year, is expected to simplify compliance for motorists while introducing digital verification features designed to make it easier for authorised personnel to check vehicle documentation and detect fraudulent discs.
The initiative is going to see motorists having fewer discs to display on their windscreens and it comes as the Government continues to pursue public sector modernisation and digital transformation, with efforts to improve service delivery, streamline administrative processes and enhance efficiency in the provision of public services.
Responding to questions from Zimpapers yesterday, ZINARA said the consolidated disc would incorporate a quick response (QR) code enabling authorised personnel to access key vehicle information, including the expiry dates of the ZBC radio licence, vehicle licence and insurance, as well as the vehicle’s registration and chassis numbers.
“The disc seeks to simplify vehicle compliance and reduce the number of discs displayed on windscreens. The disc will have a QR code that provides authorised personnel with access to key vehicle information, including the expiry dates of the ZBC radio licence, vehicle licence and insurance, as well as the vehicle registration and chassis numbers,” said ZINARA.
The new system is expected to provide a more convenient way of verifying vehicle compliance by consolidating information that is currently reflected across separate discs and documentation.
The proposed changes are expected to assist motorists in reducing the administrative inconvenience associated with managing multiple compliance discs, while the QR code could help enforcement personnel verify the validity of the relevant documents more efficiently.
ZINARA said the disc would also incorporate security features, including a Zimbabwe Coat of Arms watermark and a hologram, to deter counterfeiting and tampering. The introduction of these features is intended to strengthen the integrity of the compliance system,.
Most importantly, motorists will not be required to discard valid existing discs immediately when the new system is introduced.
ZINARA said those whose current discs remain valid at the time of launch would continue using them until their normal expiry dates.
“Motorists whose existing discs remain valid by the time of the launch of the single compliance disc will not be required to replace them because of the new system as they will continue using their valid discs until their normal expiry. All things being equal, the target is to launch the single compliance disc before the end of this year,” said ZINARA.
The phased transition is expected to avoid unnecessary replacement costs for motorists who will still be holding valid discs when the new system comes into effect.
