AVONDALE Primary School deputy head, Roseline Boroma, is being accused of corruptly handpicking a company which supplied the school with sports equipment without following due process.
At the time, Boroma was the acting head.
She appeared before magistrate Marewanazvo Gofa yesterday and was released on US$200 bail.
Avondale Primary is a Government school and, as such, is guided by the Procurement Act when it comes to procurement.
The procedure, which is followed in the procurement of goods or services, is that the user department at the school raises a requisition form for the purchase of the required goods or services needed.
The form is raised to the procurement department and the finance department.
Upon recommendations by the two departments, the requisition will be approved by the accounting officer, who in this case is the head of the school.
It is the State’s case that last year, the school’s sports department needed basketball and netball goal posts.
The Head of Sports Department, Shuvai Stella Zhanje advised Boroma about the issue.
Boroma allegedly then corruptly, and without following the required procedure, handpicked a company called Framatic Engineering (Pvt) Ltd for the supply of the sports equipment.
This was without the knowledge of the user department and the procurement department.
Framatic Engineering supplied and installed the basketball and netball equipment at the school’s grounds at a cost of US$1 780.
The Sports Department had not raised any requisition to that effect.
The issue was escalated to the head of the school and the School Development Committee resulting in a report being made to the police.
