Bid to offer Zvobgo fresh contract flops

THE Harare City Council human resources committee shot down a recommendation by city officials to offer its water director Engineer Christopher Zvobgo a six month fixed term performance contract. The contract expired end of May. Acting town clerk Dr Cainos Chingombe had recommended that Eng Zvobgo be offered a contract. Eng Zvobgo was overseeing a major rehabilitation project at Morton Jaffray Water Works.

The committee said Eng Zvobgo’s contract had been renewed on two occasions since he was retired and the position of director of Harare Water should have been filled substantively.

“The acting town clerk reported that the former senior employee referred to above had been employed on a contract basis having reached the retirement age.

“The contract expired on May 31, 2016. The former director’s experience was also needed to ensure smooth succession in view of council approval for the recruitment of a substantive director of Harare Water and the need to the immediate past incumbent to oversee the key projects referred above,” reads part of the minutes.

Dr Chingombe recommended approval of the re-engagement of the former director. Chairperson of the committee councillor Wellington Chikombo said Eng Zvobgo was a top engineer who would add value.

The committee was of the view that Eng Zvobgo should leave council. The full council endorsed the position.
