BREAKING:Business partners Chimombe and Mpofu convicted of fraud in $87 million Presidential Goat Scheme

Court Reporter

Business partners Moses Mpofu and Mike Chimombe have been found guilty of fraud relating to the Presidential Goat Scheme.

High Court Judge Justice Pisirayi Kwenda convicted the two businessmen on Wednesday, October 22, 2025 and pre-sentencing has been set for October 31, 2025. Justice Kwenda remanded the two in custody until October 31.

At the heart of the case was the $87 million tender linked to the Presidential Goat Pass-on Scheme — a mammoth project designed to uplift rural communities by providing livestock to boost food security and livelihoods.

The State proved that Mpofu and Chimombe, operating through their company Blackdeck Pvt Ltd, used dishonest means in tendering for the contract to supply the goats.

The court ruled that the two submitted forged ZIMRA and NSSA certificates to win the contract and siphon public funds.
