Bubi to pioneer chiefs’ courts, constituency centres programme

BUBI District is set to pioneer a nationwide programme to construct chiefs’ courts and

Parliamentary Constitu-ency Centres, with preparations for the first facilities underway at Inyathi.

The initiative, spearheaded by the Ministry of Local Government and Public Works, is expected to

be rolled out to other districts across the country, providing traditional leaders and communities

with improved access to justice and essential services.

The latest development follows the signing of a construction contract and the handover of the

proposed sites to contractor Syndicated Resources on October 22.

The signing ceremony was witnessed by Bubi Rural District Council’s chief executive officer Dr

Patson Mlilo, district development coordinator Mr Mgcini Vellah, local councillor Ignitious Khabo

and senior headman Reu-ben Ngwenya.

The two facilities will be built at Inyathi Centre in Ward 11, near Tatazela, with construction

expected to begin before the end of October.

A representative of the contractor said the projects were expected to be completed within six

months, with completion anticipated around May 2027.

In an earlier interview, Chiefs Council president Chief Mtshana Khumalo said the developments

would benefit local communities through employment creation and improved access to justice.

The proposed 24-hour chief’s court is expected to make justice-related services more accessible,

including for community members who may require assistance outside conventional working

hours.

The facility will comprise a main courtroom, council offices, the chief’s office and a cultural centre.

The Parliamentary Constituency Centre will house the ED Mnangagwa Library Museum, a youth

skills training centre, a clinic, a community hall, the Member of Parliament’s office and a banking

hall.

The chief’s court site has already been cleared, while preparations to clear the site for the

Parliamentary Con-stituency Centre are expected to be completed by the end of October.

A groundbreaking ceremony led by Chief Mtshane Khumalo is expected to be held soon.

The programme is expected to be extended to other chiefs and districts across Zimbabwe.
