Bulilima RDC auditor awaits hearing outcome

THE disciplinary hearing against suspended Bulilima Rural District Council’s internal auditor, Mr Israel Moyo, which was postponed three times was held last Friday.

The disciplinary proceedings were postponed thrice after Mr Moyo brought sick notes from his doctor declaring him unfit for the hearings.

Mr Moyo, also filed an application at the Labour Court in an attempt to stop the hearing and his employer challenged it, paving the way for the hearing.

Bulilima RDC council chairperson, Councillor Lands Ndebele, confirmed the latest development.

“I can confirm that at last the hearing sat successfully and everything was done. You will appreciate that we had three postponements on April 15, April 26, and May 6 after Mr Moyo brought sick notes leave from his doctor and we could not do anything,” he said.

“The disciplinary authority sat on May 15 and adjourned and resumed on Friday. They concluded everything and we are waiting for the outcome.”

Mr Moyo was suspended after a three-member commission set up by the council produced a damning report against him.

The commission was chaired by Ms Omnia Ndlovu from the Public Service Commission. 

The other two members were Mr Onesimo Zogara, the District Development Co-ordinator and Ward Two councillor, Ambassador Mabhedi Ngulani.

Mr Moyo was investigated over four allegations in which the commission found that he had breached the law.

On the first charge, Mr Moyo was accused of increasing his six-month International Public Sector Accounting Standards (Ipsas) studies without council approval.

He was accused of “manipulating the wording of the minutes as he was the secretary to the Ipsas committee,” to increase the training period.

On the second charge, Mr Moyo is said to have reduced a debt for a businessman from R132 000 to R48  000.

The board of inquiry concluded that Mr Moyo`s reduction of Mr Khumalo’s debt from R132 000 to R48 000 was unilateral, unauthorised, potentially fraudulent and an abuse of office.

The third charge is related to the construction of his shop without following council procedure.

On the fourth charge, Mr Moyo allegedly interfered with the council-appointed safari operator, which resulted in the council losing value for its money and causing friction with the operator. —@themkhusten
