Legal experts say Cabinet ministers can continue in office in acting capacities to allow continuity in certain critical ministries until President Mugabe announces a new Government. Harare lawyer Mr Chris Mhike said Schedule Six of the new Constitution provides for those in executive offices including Cabinet ministers to continue until the inauguration of the President.

Mr Mhike said there are certain offices that require some continuity without any break citing the case of Tourism and Hospitality Industry Minister Walter Mzembi who is overseeing the hosting of the ongoing United Nations World Tourism General Assembly in Victoria Falls.

Another legal expert Advocate Fred Gijima said in terms of the new Constitution, Cabinet completed its tenure when the President was inaugurated on August 22 but ministers could continue doing their work in an acting capacity.

Advocate Gijima said this allows continuity as Government business has to continue as usual.
