Harare City director Edgar Dzehonye and former town clerk Pakhamile Mabhena Moyo have been implicated in fresh fraud allegations involving US$161 000 commercial stands fraud.
The pair was implicated when their alleged accomplices Desmond Rutsito (42) and Leeroy Manyange (28) appeared in court yesterday and are said to be on the run. The duo is facing three counts of fraud after they allegedly sold commercial stands, they were not authorised to dispose of, prejudicing three buyers of a combined US$161 000.
Prosecutors allege that in September 2024, the four approached a director of Haider Enterprises (Pvt) Ltd and offered him commercial Stand Number 1585 in Ardbennie, Southerton.
They allegedly produced a lease agreement purporting to show that the company would acquire the land from Harare City Council.
The complainant allegedly paid US$76 000 in instalments between November 2024 and January this year before discovering that the suspects had no authority to sell the stand.
In the second count, the quartet is accused of offering commercial Stand Number 16628 in Aspindale to another buyer in April last year.
They allegedly demanded and received US$35 000 after presenting a lease agreement purportedly linking the land to the Ministry of Local Government and Public Works.
It is further alleged that the quartet offered another commercial stand in Glen Norah to the director of Humoni Investments (Pvt) Ltd in April last year.
The buyer allegedly paid US$50 000 after being given a lease agreement.
The alleged victims later verified the transactions with the relevant authorities and discovered that the suspects were not authorised to sell the stands.
Nothing was recovered.
