DELIBERATIONS at the 28th United Nations Framework Convention on Climate Change (COP28) effectively ended on Tuesday with resolutions expected to come out of the closing plenary session today.
The annual climate convention started on 30 November and was being held at the Expo City, Dubai, United Arab Emirates until 12 November.
Today was set aside for negotiators from UNFCCC member states to discuss the adoption of the COP28 flagship text which at this stage has remained divided along developed and developing countries, or Anglophone and Francophone States on each end.
With the clock ticking, the pressure is mounting on negotiators to reach a consensus on a final agreement. A majority of countries’ teams have set off back to their countries.

African countries, Zimbabwe included expected positive outcomes from the convention especially on Climate financing, adaptation, just transition from fossil fuel, net zero, loss and damage, global stocktake, and other areas of climate action.
While so far there seems to be a stalemate with regards to commitment by developed countries on the issue of just transition and climate financing, there is still hope for a positive outcome.
CCOP28 was termed action COP as it was seen as an opportunity to identify global solutions for limiting global temperature rise to 1.5 degrees, inform countries’ preparations for revised and more ambitious Nationally Determined Contributions, also called national climate plans, due by 2025and accelerate green transition.
