Decentralisation fuels economic rise

The decision to host this year’s Sanganai/Hlanganani World Tourism Expo in Masvingo is far more than a tourism event.

It is a powerful demonstration of Zimbabwe’s commitment to decentralisation, balanced development and inclusive economic growth.

As preparations gather momentum ahead of the prestigious exhibition, the significance of taking national events beyond traditional centres of activity is becoming increasingly clear.

For many years, major conferences, exhibitions and investment gatherings were often concentrated in a few urban centres.

While these locations undoubtedly played an important role in national development, the approach often limited opportunities for other provinces to showcase their unique strengths and attract investment.

The ongoing decentralisation agenda championed by President Mnangagwa is changing that narrative by ensuring that every province becomes an active participant in Zimbabwe’s economic transformation.

The hosting of the Sanganai/Hlanganani World Tourism Expo in Masvingo reflects growing confidence in the province’s ability to stage world-class events while highlighting its vast economic potential.

It is a recognition that development should not be confined to a handful of cities but must spread across the country so that communities everywhere can benefit from national progress.

Masvingo is uniquely positioned to reap substantial rewards from the tourism showcase.

The province is home to some of Zimbabwe’s most treasured attractions, including the iconic Great Zimbabwe National Monument, the magnificent Tugwi-Mukosi Dam, Lake Mutirikwi, Gonarezhou National Park, the breathtaking Chilojo Cliffs and the internationally renowned Malilangwe Wildlife Reserve.

These attractions represent more than tourism sites; they are economic assets capable of generating employment, attracting investment and creating opportunities for thousands of Zimbabweans.

The expo provides an ideal platform to market these attractions to local, regional and international audiences.

Potential investors, tour operators, travel agents and business leaders will have an opportunity to witness first-hand the vast opportunities available within the province.

Such exposure has the potential to unlock new investments in tourism infrastructure, accommodation facilities, transport networks and supporting industries.

However, the benefits of the expo extend far beyond tourism.

One of the most important advantages of decentralisation is its ability to stimulate multiple sectors of the economy simultaneously. Whenever a major event is hosted in a province, demand rises for accommodation, food supplies, transport services, construction work, entertainment facilities and a wide range of other goods and services.

Hotels, lodges and guest houses experience increased occupancy rates. Restaurants receive more customers.

Transport operators enjoy higher demand. Local suppliers gain new markets for their products. Informal traders also benefit from increased business activity.

This multiplier effect ensures that economic gains are distributed across communities rather than being concentrated within a single sector.

The preparations currently underway in Masvingo illustrate another important benefit of decentralisation: infrastructure development.

Hosting a major international event often necessitates improvements to roads, water systems, communication networks and public facilities.

These upgrades do not disappear once the event concludes.

Instead, they remain permanent assets that continue serving residents, businesses and future visitors for years to come.

Infrastructure development plays a critical role in attracting investment. Investors are naturally drawn to areas with reliable roads, efficient utilities and quality public services.

By improving infrastructure ahead of major events, provinces strengthen their competitiveness and increase their ability to attract long-term economic projects.

The decentralisation of national events also contributes significantly to regional economic balance. Zimbabwe’s provinces possess different strengths and competitive advantages.

Some are rich in tourism resources; others excel in mining, agriculture, manufacturing or logistics. Allowing each province to showcase its unique opportunities creates a more diversified and resilient national economy.

Masvingo itself presents opportunities that extend beyond tourism.

The province has substantial potential in agriculture, mining, renewable energy, manufacturing and infrastructure development.

By hosting the expo, these sectors gain visibility among investors who may have previously overlooked the province’s broader economic prospects. The result is a more comprehensive approach to investment promotion that supports sustainable growth.

Equally important is the role decentralisation plays in empowering local communities.

When major events are held in provinces, local people become active participants in economic activity rather than passive observers.

Communities gain opportunities to provide goods and services, share their culture and traditions, and contribute directly to economic growth.

This approach strengthens social inclusion and ensures that development reaches ordinary citizens.

It also encourages entrepreneurship by creating new markets for small and medium enterprises. Many local businesses that benefit from major events often use the experience and revenue generated as a foundation for future expansion.

The tourism sector itself stands to gain immensely from the exposure generated by the Sanganai/Hlanganani World Tourism Expo.

Tourism remains one of Zimbabwe’s most promising economic sectors because of its ability to generate foreign currency, create jobs and stimulate investment.

Every tourist who visits a destination contributes to a wide network of businesses, from accommodation providers and transport operators to artisans and food suppliers.

By bringing tourism stakeholders directly to Masvingo, the expo allows the province to market itself more effectively than any promotional campaign could achieve.

Visitors will experience the province’s attractions, hospitality and investment opportunities firsthand. Such experiences often translate into future visits, business partnerships and investment commitments.

The event also reinforces Zimbabwe’s image as a destination capable of hosting international gatherings.

Successful hosting demonstrates organisational capacity, infrastructure readiness and hospitality excellence.

These factors contribute to national competitiveness in the global tourism and investment marketplace.

Most importantly, the expo highlights the broader vision behind the Second Republic’s decentralisation agenda. The objective is not simply to rotate events between provinces.

It is to create sustainable economic ecosystems throughout the country, ensuring that every province contributes meaningfully to national development while enjoying the benefits of growth.

As Zimbabwe pursues Vision 2030, balanced development will remain essential. No nation can achieve upper-middle-income status if growth is concentrated in only a few regions.

Economic transformation requires the full participation of all provinces, each contributing its unique resources, talents and opportunities.

The decision to bring the Sanganai/Hlanganani World Tourism Expo to Masvingo therefore represents more than a change of venue.

It is a statement of confidence in the province’s future and a practical example of how decentralisation can drive economic growth.

The benefits will be felt not only in tourism but across multiple sectors of the economy, creating jobs, attracting investment and improving infrastructure.

Ultimately, what happens in Masvingo this September will serve as a powerful reminder that when opportunities are distributed across the country, the entire nation benefits.

Decentralisation is proving to be one of the most effective tools for unlocking provincial potential, strengthening local economies and accelerating Zimbabwe’s journey towards inclusive and sustainable national development under the leadership of President Mnangagwa.
