The Don Moyo-led disciplinary committee also nullified the 4-2 result which was posted by Dynamos after their marshals assaulted Hwange coaches Nation Dube and Mebelo Njekwa just before their league match at Rufaro Stadium on 6 May.
The decision did not go down well with Dynamos who said they would appeal against the replay ruling and if their appeal was turned down, they would rather have the three points given to Hwange.
Perhaps what made Dynamos issue that threat was an order from the disciplinary committee that they should foot all the transport and accommodation expenses for Hwange and since the match would be played at a neutral venue, it meant they too would be on the road.
However, it has since emerged that Kazembe, who replaced Nyika Chifamba as Dynamos secretary, only wrote a letter to Zifa advising them of his club’s position about the verdict and did not, as per requirements submit any heads of argument or even pay the appeal fee, believed to be in the region of $5 000.
A surprised Dynamos chairman Kenny Mubaiwa said he would take the issue up with his secretary, an indication that Kazembe could have done things in his own way.
“The secretary is the one who did all the paperwork and I am surprised if you are telling me that it’s only a letter,” said Mubaiwa.
Efforts to contact Kazembe were fruitless as his mobile phone was not reachable.
Zifa communications manager Nicky Moyo-Dlamini confirmed receipt of the Dynamos letter and nothing else.
“We have the letter with us but it’s just that, no heads of argument and the appeal fee has not even been paid,” said Moyo-Dlamini.
When the verdict was released, Dynamos were given up to seven days to appeal against it and they did that on the final day of the seven days.
This is not the first time that the Dynamos’ head of secretariat has been found wanting in terms of execution of duties as just before departure their Caf Champions league clash with Esperance, the technical team’s plans were thrown into disarray after being told by Caf that defender Guthrie Zhokinyi was suspended.
A PSL official said if an appeal fee has not been paid and it’s already after seven days, it means Dynamos’ grace period expired and would now be fixtured to play Hwange anytime.
