A resilient and sustainable Zimbabwe that thrives amidst the complexities of changing climate will need changes in law so that everyone can contribute to what will be required and can benefit from the results.
Speaking during the stakeholders consultations and engagement on the draft Climate Change Management Bill and Zimbabwe Carbon Trading Framework, Environment, Climate and Wildlife Minister Dr Sithembiso Nyoni said the proposed Bill seeks to tackle complexities of climate change management.
“Today, we have gathered here, with a shared purpose and a common goal to address the pressing challenges born out of the climate crisis and chart a path towards a brighter future for all,” she said.
“As you know, the climate crisis is changing the world, with grave implications for the rights of both the current and future generations. This stakeholder engagement therefore serves as a platform for collaboration, dialogue and collective action, as we tackle the complexities of climate change management, she said.
The Climate Change Management Bill aimed to facilitate inclusive participation, Minister Nyoni said, so all are involved.
“We are resolute in our aim to facilitate inclusive participation, recognising the significance of bringing together stakeholders from all sectors, communities and regions. By ensuring that diverse perspectives are considered, we create a platform where the flourishing collective wisdom and experiences of our society can be shared,” she said.
Minister Nyoni stressed that the ministry had been given the mandate by President Mnangagwa to come up with a Climate Change Bill by year end.
“President Emmerson Mnangagwa has assigned my ministry and Parliament to come up with a Climate Change Bill on or before the end of 2024. It is my hope that this engagement has indeed served as a platform to foster partnerships and collaboration among stakeholders to propel the finalisation of the Bill,” said Minister Nyoni.
“By working together, we can leverage collective strengths, share resources and forge strategic alliances. Strengthened partnerships will enhance our ability to implement climate change initiatives, access funding opportunities, and drive sustainable development at both national and international levels, she said.
Minister Nyoni applauded all who participated in drafting of the Climate Change Bill.
“Lastly, allow me to extend my deepest appreciation to all participants for your commitment and engagement in this vital endeavour. Your presence here today demonstrates your dedication to the well-being of our environment, our people and our future generations, she said.
“Let us seize this opportunity to continue to collaborate, share knowledge and collectively address the challenges of climate change. Together, we can build a climate resilient and sustainable Zimbabwe that thrives amidst the complexities of a changing climate,” she said.
“I have the pleasure and privilege to declare and officially launch the nationwide consultative and engagement process of stakeholders on the draft Climate Change Bill,” she added.
Speaking at the same event, the Chairperson of Parliament’s Thematic Committee on Climate Change, Cde Prisca Mupfumira, said these considerations were going to yield good results as they would present the Bill in Parliament before the year end.
“As we move forward with the sub-national level consultations and engagements post this national launch, we are confident that the same level of enthusiasm and commitment will be displayed. We look forward to a fruitful and inclusive process that will ensure the Climate Change Management Bill is presented in both the Lower and Upper Houses of Parliament before year end,” she said.
Cde Mupfumira challenged stakeholders to join with the Government in coming up with effective climate change management in the country.
“I would like to challenge all the stakeholders here present and the bulk who could not join us today due to other competing assignments to partner Government in shaping the climate change agenda of our country.
“This is a collective responsibility, and only through our unified efforts can we effectively address the pressing challenges posed by climate change and secure a sustainable future for Zimbabwe,” said Cde Mupfumira.
