Dube in the dark over PSL post

PETER DUBE claims that ZIFA are yet to formally communicate their decision to appoint him acting chairman of the Premier Soccer League.
However, ZIFA insist they notified the PSL on January 19.
Last weekend, ZIFA president Phillip Chiyangwa announced that Twine Phiri was no longer the PSL boss and that Highlanders chairman Dube will be holding fort until elections are held on March 5.
“I wrote a letter to Kenny Ndebele advising him that Dube is the acting chairman. I also told my PSL counterpart that Mr Twine Phiri is barred from executing any football association business.
The letter is there and am not sure why Mr Dube would claim not to be aware of it,” said ZIFA chief executive Jonathan Mashingaidze yesterday.
ZIFA argue that Phiri lost his right to the PSL chairmanship after changes in the Caps United shareholding structure saw him being demoted from club president to vice president.
Harare businessman Farai Jere, who is now the majority shareholder at Caps United with a 60 percent stake, is now the club president while legal fundi Lewis Uriri is the chairman.
Article 21 of the PSL constitution states: “Delegates (of the PSL Congress) must be the chairman/chairperson or President to the member that they represent and be appointed or elected by the appropriate body of a member.
“They (delegates) must also be able to produce evidence of this upon request.”
However, when The Sunday Mail caught up with Dube, he was suspiciously not keen to talk about his new post, preferring to talk about Highlanders’ pre-season instead.
“I would not want to comment on this latest development, I would rather not go there,” he said.
When pressed further, Dube disclosed that Zifa are yet to communicate their decision to him.
“No I haven’t (gotten any written communication). The secretariat headed by our chief executive officer Kenny Ndebele has got all the information you want about the league.
“There are a few instances when the press will require a comment from the chairman,” said the Highlanders boss.
Caps United have backed Phiri, claiming that since the administrator also chairs an executive committee within the club, which reports to the Makepekepe board of directors, he remains entitled to his seat on the league’s board of governors.
However, the head of ZIFA’s Constitutional Review Committee, Itayi Ndudzo insists that Caps United’s views are flawed.
“Only Caps United as a club, whose chair is Uriri and president is Jere, is a member of ZIFA and the PSL and not an internal body, committee, branch or structure.
“Caps united football club, just like any other football club can have all sorts of internal committees and style them whichever way it desires.
“However, it must be noted that Football Statutes only speak of the chairman of the football club itself as eligible for serving as a governor.
“There is no room whatsoever for the chairman of a workers’ committee, supporters’ committee or players’ committee to gatecrash representation of a club,” argued Ndudzo.
