into two areas namely; coordination of the strategic planning process and overseeing the entire financial management function.
The major functions of the division are as follows:
l it is the custodian of the organisation’s strategic plan and monitors its implementation
l mobilisation of financial resources for the Authority’s operations
l provision of financial reports to the organisation and to the Ministry of Finance
l coordinating the budgeting process, investment function and payments processing
The legal framework and standards that govern the operations of the division include, but are not limited to, the International Accounting Standards, International Financial Reporting Standards, Revenue Authority Act, Public Finance Management Act, Governmental Accounting Standards/Treasury Instructions and the ZIMRA Accounting Manual (which is drawn from international best practices).
Amongst its myriad of achievements, the Finance and Corporate Planning Division is credited for:
l Timely production of periodic financial statements in line with International Financial Reporting Standards and the Public Finance Management Act.
l Giving prompt financial advice to the Commissioner General, the Board Committee and Ministry of Finance.
l Received clean unqualified audit opinions since the inception of ZIMRA (except for 2008 due to the adverse macro-economic fundamentals).
l Successfully migrated from the Pastel reporting platform to the SAP FICO module.
l Coordinated the crafting of the Authority’s Strategic Plan and to ensure its implementation, monitoring and evaluation.
l Nurtured and retained professional talent within the division.
l Brought real convenience to clients by introducing electronic payment systems with most banks.
