What is the procedure for goods in transit?
If goods are in transit through Zimbabwe (final destination is not Zimbabwe), the CBCA Programme does not apply. CBCA Certificate is not required if the goods are not consumed within the Zimbabwean market. In this case, specific revenue safeguarding customs transit procedures shall be effected by ZIMRA.

Goods are not allowed to be discharged in Zimbabwe. If goods are in transit to Zimbabwe (for instance through Mozambique, South Africa, Namibia, etc.), the CBCA Programme applies and a CBCA Certificate issued by Bureau Veritas is required for customs clearance. Is there any light procedure for compliant traders? Is there any possibility to reduce inspection costs? Registration (route B) and Licensing (route C) are options offered to regular and compliant exporters.

These procedures reduce the documentary review and or inspection of shipment and speed up the issuance of certificate in performing the necessary monitoring.By registering the goods or licensing the manufacturers under the above mentioned light procedures, the fees would be reduced (see Route B and Route C procedures).

What are the main countries that have implemented similar trade facilitation programmes? For a long time, countries and regions with developed quality infrastructures such as the European Union, USA and Japan have implemented regulations requiring product conformity.

For the past 15 years, the principles of the CBCA programmes have demonstrated their efficiency and have been adopted by more and more countries such as Egypt, Iran, Kuwait, Lebanon, Qatar and Saudi Arabia in the middle East and Botswana, Ethiopia, Gabon, Guinea, Kenya, Libya, Tanzania and Uganda just to name a few.
