Senior Government officials responsible for monitoring, evaluation and learning are meeting in Kariba to align the tracking of programmes and deliverables by ministries, departments and agencies.
The workshop is expected to develop a user-driven whole-of-Government monitoring, evaluation and learning system, leveraging an integrated digital system.
This is expected to fine-tune the operations to deliver on the National Development Strategy (NDS2) benchmarks towards Vision 2030.
In her speech delivered by provincial secretary Mr Josphat Jaji, Mashonaland West Provincial Affairs and Devolution Minister Marian Chombo, said Government systems should be designed to be practical realities, operational needs and service delivery expectations.
“It acknowledges that the effectiveness and sustainability of any Whole-of-Government Monitoring, Evaluation and Learning System (WoGMELS) depends on the active participation of those who generate, manage and utilise development information across Government institutions,” she said.
She said the workshop had come at an opportune time when the country was transitioning to NDS2.
The workshop is running under the theme “User-Driven Digital Transformation: Co-creating an integrated whole-of-Government Monitoring, Evaluation and Learning System”.
The framework is expected to ensure integration of MEL systems through active participation of those who generate, manage and utilise development information across Government.
Government, through the Office of the President and Cabinet (OPC), is facilitating the workshop, which includes MEL directors in ministries, departments and agencies.
OPC head of National Monitoring, Evaluation and Learning, Ms Fananai Madambi and head of the E-Government Technology Unit, Dr Tafara Matekaire, is expected to lay the roadmap towards a digital state, leveraging on the Whole of Government framework.
The workshop will also seek to establish fiscal accountability through the Integrated Results-Based Management system.
