HARARE CITY 2025-2045 MASTERPLAN SUMMARY ON ESTABLISHING A MODERN CBD

OBJECTIVES

1. Establish a modern, vibrant, attractive, and 24hr Central Business District.

2. Promote development and redevelopment of neighbourhood commercial centres closer to where people live.

*Proposed Interventions for Central Business District:*

1. Prepare a new local development plan for the Central Business District.

2. Encourage revitalisation, regeneration, re-development, and upgrades to facades, street furniture, and buildings.

3. De-congest the Central Business District.

4. Prohibit compartmentalisation of shop spaces.

5. Encourage property owners to redevelop or regenerate old and dilapidated buildings.

6. Promote development of flexi-spaces without stringent permitting or zoning restrictions.

7. Develop a Local Development Plan for vertically integrated mixed-use structures.

8. Discourage invasion by Motor Mechanics, Wholesale Business, and Agro-Retail Industrial Uses.

9. Ban informal traders from pavement trade adjacent to established retailers.

10. Designate dedicated spaces for informal traders.

1. Encourage development of neighbourhood shopping facilities

2. Revitalise suburban commercial nodes (e.g., Machipisa, Mbare, Zindoga)
