Harare City Council terminates IT manager Samson Madzokere’s contract after a 30-month suspension on full salary and benefits

The Harare City Council has officially terminated the employment contract of suspended information technology (IT) manager, Mr Samson Madzokere, ending a protracted labour dispute in which the municipality paid his full salary and benefits for nearly 30 months.

The termination resolves an impasse that began with Mr Madzokere’s suspension in April 2023.

During his suspension, the IT manager continued to receive his full salary, alongside fuel, data and holiday allowances.

City of Harare spokesperson, Mr Stanley Gama, confirmed the termination.

“His case was handled by the (council) committee with an external lawyer involved and he is no longer with the City of Harare,” Mr Gama said.

Mr Madzokere’s suspension was reportedly due to his failure to oversee the procurement of an effective Enterprise Resource Planning (ERP) (billing) system, as well as allegations that he colluded with other managers to buy a US$51 million ERP system despite the availability of affordable alternatives.
