Harare conducts interviews for human capital, urban planning directors

HARARE City Council has finished conducting interviews directors for human capital director and town planning following a directive from the Ministry of Local Government and Public Works to start filling vacant executive posts.

The city’s mayor, Councillor Jacob Mafume, informed a full council meeting on Tuesday that council had concluded the interviews.

He said the council had received a circular from the Minister of Local Government and Public Works dated February 18, 2026, calling for progress on the senior management recruitment action plan.

Several senior positions at Harare City Council have been held in acting capacities, including the Town Clerk, Human Capital Director, Finance Director and Urban Planning Services Director.

Recently, the Local Government Board (LGB) appointed Mr Warren Chiwawa as the substantive chamber secretary after years of acting in that post.

The recruitment exercise is expected to fill critical leadership positions that have remained vacant or occupied in an acting capacity, amid efforts to strengthen service delivery at Town House.

“We received a circular from the Minister of Local Government and Public Works dated 18th February 2026, following up on the senior management recruitment action plan,” said Clr Mafume.

He said interviews for the HCD and Urban Planning posts had already been conducted and the matter would soon come before the council for approval.

“We have done the interviews for the HCD. They are going to be approved in this council,” he said.

“We have done the interviews for the Planning Director. They are going to be approved in this council.”

He said attention was now turning to the recruitment of a substantive Town Clerk and the filling of the Finance Director (FD) post.

“Outstanding are the issues of the Town Clerk, which we should be concluding, and the processes around the FD, which we have an action plan that we are going to adopt,” said Clr Mafume.

The mayor also revealed that the council had been directed to elevate Information and Communication Technology into a full directorate in line with modern governance demands.

“We also have a directive to make ICT a full directorship, which is something that we are discussing with management to see how to implement,” he said.

He said the council had already completed recruitment for other management posts and was moving to advertise District Officer (DO) positions.

“As for other managers, we have completed filling the posts for the senior posts. We are now moving to do the adverts for DOs, district officers,” he said.

The recruitment drive comes at a time when residents have been calling for stronger management structures to improve water supply, refuse collection, road maintenance and housing delivery in the capital.
