The City of Harare has continued to encourage all ratepayers to take advantage of the 20 percent discount being offered as an incentive to clear their dues.
The city announced a 20 percent incentive for city residents to pay up their bills from January 19 to February 15, 2026.
In a statement, Harare acting Town Clerk, Engineer Phakamile Moyo, said the discount applies exclusively to the regular monthly Consolidated Bill and is available to all ratepayers who settle their accounts in full within the promotional period, regardless of the currency used to make payment.
“The discount rate of 20 percent shall apply to all ratepayers clearing their accounts between January 19, 2026 and February 15, 2026,” he said, adding the offer applies only to balances cleared within the stipulated dates.
Eng Moyo said ratepayers with fully paid-up accounts will also benefit from the initiative, as any advance payments made during the promotional period will attract a 20 percent credit to their accounts upon payment.
The discounts are being offered at all City of Harare cash offices. Eng Moyo said the initiative follows a press statement issued by Mayor Councillor Jacob Mafume on January 14 and forms part of council’s broader efforts to improve revenue collection and rates compliance.
He said council will intensify enforcement measures against defaulters once the discount window closes.
“Intensified enforcement of payment obligations will be instituted after the discount window,” Eng Moyo said.
The City of Harare has in recent years struggled with low rates compliance, with revenue shortfalls affecting key services such as water supply, refuse collection and road maintenance.
Eng Moyo said improved collections are critical to sustaining operations and addressing infrastructure challenges.
Ratepayers have been urged to clear outstanding balances before February 15 to benefit from the discount and avoid possible penalties and other inconveniences.
