THE Ministry of Information Communication Technology, Postal and Courier Services has embarked on a major strategic renewal exercise aimed at aligning its plans with the forthcoming National Development Strategy 2 and Vision 2030 goals.
Speaking virtually at the ministry’s 2025 Strategic Plan Review Workshop in Kariba on Wednesday, ICT Minister Tatenda Mavetera said the review marked “a moment for reflection, renewal, and repositioning” as the country transitions from NDS1 (2021–2025) to the next development phase.
“We must take the time to assess what we achieved under NDS1, where we fell short, and what lessons we can learn to inform our next phase,” said Minister Mavetera.
She underlined the need to align the ministry’s strategies with regional and continental ICT frameworks, including the Sadc Digital Transformation Strategy, the African Union’s Agenda 2063, and the United Nations Sustainable Development Goals.
The workshop, which ended yesterday, brought together senior Government officials, parastatals and facilitators from the Public Service Academy.
It is expected to produce seven key deliverables, including a revised Strategic Plan, the 2026 Ministry Strategic Performance Plan, and performance contracts for senior leadership.
Minister Mavetera underscored the importance of turning strategy into action through commitment, discipline and accountability.
“A strategy without execution is merely a dream. Creating an excellent Strategic Plan means little if it cannot be implemented. Effective execution requires a motivated workforce, empowered leaders, and a culture of accountability,” she said.
She also urged the integration of Digital Public Infrastructure (DPI) — such as Digital IDs, Digital Wallets, and Digital Passports — into future ICT programmes to promote inclusivity and ensure no one is left behind in the country’s digital transformation.
“Our mandate remains clear: to drive digital transformation, ensure universal connectivity, and promote a secure, inclusive digital economy,” she added.
The outcomes of the workshop are expected to position the Ministry to play a stronger role in Zimbabwe’s digital growth.
