made the remarks on the sidelines of the launch of an anti-litter campaign with support from the Environmental Management Agency (EMA) and Mega Pak.
“After seven days we will arrest all shop owners and kombi operators without refuse bins,” he said.
He said police and EMA will arrest offenders.
The campaign forms part of the department’s strategy for a cleaner Harare in 2012 and beyond.
The department has with effect from yesterday introduced a 24-hour refuse collection programme in the central business district, which will be introduced later in residential areas.
Speaking at the ceremony yesterday, Mayor Mr Muchadeyi Masunda, said this was the time for action.
“We have been talking, talking, talking for the past 44 months about keeping our city clean, now is the time to implement,” he said.
EMA manager, environmental education and publicity Mr Steady Kangata, said it was important for council and EMA to work together.
The agency has in the past fined the city for pollution with city authorities arguing that the agency should actually assist in anti pollution and anti littering campaigns.
The launch was held at Town House and Fourth Street Bus Terminus.
A drama group entertained residents who gathered to hear about the campaign with several of them winning prizes after successfully answering questions related to littering.
