HARARE Mayor Councillor Jacob Mafume has appointed Chamber Secretary Advocate Warren Sean Chiwawa as the acting Town Clerk with immediate effect.
In a statement released today, Clr Mafume said the appointment was made in terms of Section 137 (2) of the Urban Councils Act (Chapter 29:15).
Adv Chiwawa will serve in the acting capacity from Monday, May 11, 2026, until a substantive Town Clerk is appointed.
The appointment comes at a time when the City of Harare is pursuing reforms aimed at improving service delivery, financial accountability and operational efficiency within the local authority.
Adv Chiwawa, who has been serving as Chamber Secretary, is expected to oversee the day-to-day administration of the capital city pending the appointment of a substantive Town Clerk.
The City of Harare has in recent months faced mounting pressure from residents and stakeholders over issues relating to water supply, waste management, road rehabilitation and revenue collection.
