The Harare City Council has granted e-hailing operators a three-month moratorium to continue operating while new regulations governing the sector are being crafted.
Harare mayor, Councillor Jacob Mafume, told the 1951st Ordinary Council meeting at Town House on Thursday that the decision followed engagements between council, the Office of the President and Cabinet and e-hailing operators under the Government’s ease of doing business initiative.
He said the moratorium would allow operators to continue providing services pending a confirmation letter from the Office of the President and Cabinet, while the relevant authorities finalise the new regulatory framework.
“So, what came out of that meeting, whilst regulations are being crafted, we have given them a moratorium of three months pending a confirmation letter for them to operate, whilst the relevant authorities work out how they are going to operate in reality.
“And therefore, of course, they have to comply with other laws that we have, but as a concept itself, it will be allowed to operate until the new regulations that are being worked on are put in place.
“E-hailing is for passengers and we have e-hailing for dial-a-delivery,” he said.
Clr Mafume said the moratorium covered InDrive, food and grocery delivery services.
However, he said the council would not allow the use of tricycles for passenger transport services.
