Mash East forges ahead with devolution

Mashonaland East Province is forging ahead with the implementation of the devolution agenda to grow the provincial economy in line with President Mnangagwa’s Vision 2030, the Minister of State Aplonia Munzverengwi has said.

This comes at a time when Cabinet has approved the principles of the Provincial Councils and Administration (Amendment) Bill which spells out the mechanisms of decentralisation and devolution.

In a speech read on her behalf during a farewell party hosted for Marondera town clerk, Mr Josiah Masuwo, Minister Munzverengwi said devolution will result in a lot of transformation.

“I am pleased to inform you that under the new dispensation, devolution will see transformation of villages, districts, provinces and the whole nation,” she said.

“As you are aware your Worship (Chengetai Murowa), your council got $7 775 000 from the central government being devolution funds and I am aware that part of the money you are using to refurbish your water treatment plant. Supply and delivery of six bowsers and solar back-up system for council facilities and drilling of boreholes to mitigate water shortages.”

Minister Munzverengwi said her office was prioritising the supply of clean and safe water.

“I want to assure you that my office will vigorously pursue the issue of clean water with central government,” she said.

“Once the water situation is addressed, it would go a long way in attracting investment in the town. The future development of this town is premised on the availability of a reliable water supply. Council can only be able to operationalise the establishment of special economic zones and industrial hubs if there is abundant water supply.”

Minister Munzverengwi urged the Municipality of Marondera to focus on social housing and the provision of affordable houses, which is in line with sustainable development goals.

“On housing delivery, I wish to encourage your council to focus more on social housing given that we have low income earners and other vulnerable groups who want decent and affordable housing,” she said.
