INSTITUTIONS under the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development have been urged to strengthen financial management, improve leadership and prioritise excellence in service delivery as the country moves towards implementing its national development agenda.
Speaking at the Ministry’s 2027 strategic review workshop at a resort in Masvingo on Wednesday, Minister Frederick Shava, in a speech read by his deputy, Simelisizwe Sibanda, said institutions must strengthen accountability and ensure resources are channelled towards national development priorities.
“At the same time, we must continue to deepen partnerships with industry, development partners, friendly nations and the Zimbabwean diaspora to support technology transfer, investment mobilisation, research collaboration and capacity development,” said Minister Shava.
He said the central objective of the National Development Strategy 2 (NDS2) remained clear: to transform higher and tertiary education, innovation, science and technology into key drivers of industrialisation, job creation and economic growth.
“Our focus must now move from planning to implementation and from innovation to commercialisation,” he said.
Minister Shava highlighted four strategic pillars that would guide the Ministry’s work, describing them as the foundation for building a resilient, knowledge-driven and innovation-led Zimbabwe.
“They represent our collective vision, our national aspirations, and our unwavering commitment to transforming higher and tertiary education into a true engine of industrialisation, innovation, and inclusive growth,” he said.
He said institutions should align their operations and resources with the country’s development priorities to ensure that higher and tertiary education contributed meaningfully to economic transformation.
