GOVERNMENT has started evaluating the National Development Strategy 1 (NDS1) with a view to using the recommendations in the formulation of NDS2 and other future development plans.
The assessment, being spearheaded by the Office of the President and Cabinet, seeks to establish the effectiveness, efficiency and relevance of NDS1 interventions.
It also seeks to establish the extent to which expected results and targets were achieved, the sustainability and impact of implemented policies and lessons drawn among other issues.
The OPC has since invited consultancy-providing institutions, requesting an expression of interest from them, for the provision of consulting services for the terminal evaluation of NDS1 that ran from 2021 to 2025.
The invitation is contained in a Government Gazette published by the OPC recently.
“The Office of the President and Cabinet (OPC) invites Expressions of Interest (EOIs) from highly reputable, experienced and capable Zimbabwean consultancy firms to undertake the Terminal Evaluation of the National Development Strategy 1 (NDS1).
“This evaluation is expected to provide an objective assessment of the implementation, outcomes and impact of NDS1 and offer actionable recommendations to inform the design and execution of future development strategies, particularly National Development Strategy 2 (NDS2),” reads the notice.
Explaining the background, it was noted that the Government, through the OPC, developed and has been implementing the NDS1 from 2021 to 2025 as a key national policy framework.
“NDS1 is the first of two sequential five-year Medium-Term Development Plans crafted to achieve Vision 2030, which aims to transform Zimbabwe into an upper inclusive growth, structural transformation, governance reforms and service delivery enhancement.
“The strategy is anchored on 14 National Priority Areas, coordinated by 14 Thematic Working Groups to drive comprehensive and sustainable socio-economic development,” reads the notice.
“The main objective of this assignment is to undertake a comprehensive terminal evaluation of NDS1 to assess: the effectiveness, efficiency, and relevance of NDS1 interventions, the extent to which expected results and targets were achieved, the sustainability and impact of implemented policies, programmes and reforms, lessons learnt, best practices and challenges encountered during implementation.”
The findings from this evaluation will be critical in guiding policy adjustments and in shaping the formulation and implementation of NDS2 and other future development plans.
The scope of the work also includes the production of an inception report, have a draft evaluation report before producing a final evaluation report.
“Interested consultancy firms must submit the following: a detailed company profile outlining relevant experience and key personnel, proof of local registration as a Zimbabwean company, a valid tax clearance certificate, proof of registration with the Procurement Regulatory Authority of Zimbabwe (PRAZ) under the appropriate category,” reads the notice.
