But this has been criticised by local advertising companies which feel that going to tender for the erection of billboards will push them out of business.
The new tender process will see indigenous companies having to compete for advertising space with foreign companies that have more resources.
Harare City Council spokesperson Mr Lesley Gwindi said the new arrangement was meant to bring accountability in the advertising industry.
“We are saying they have to change the game because they have been doing underhand dealings by not paying for the advertising space,” he said.
“We are very clear about our local people’s interests, besides the big companies they are talking about are only two and they do not bid for what these local companies want.”
Affirmative Action Group Harare Province president Mr Liberty Bizure said several local advertising companies approached them expressing reservations towards the new system.
“This new policy is in conflict with the indigenisation drive that Government has adopted because the tender process will create a monopoly for the big advertising companies whose parentage is foreign,” Mr Bizure said.
