New laws for shop owners

Shop owners will soon be compelled to provide street lighting in front of their buildings and keep pavements well-maintained as part of a raft of measures proposed by the Harare City Council.
Town clerk Dr Tendai Mahachi, said the new by-laws would allow the city to achieve its vision of being a world class city by 2025.

“We want shop owners or those who operate in the city centre to ensure that there is lighting outside their properties as well as maintain pavements, which is currently the practice in most countries.

“These are the same people whose security on their properties is compromised by poor lighting hence they should play their part,” he said.

Dr Mahachi said the city also had a problem of littering, which was rampant because the existing fines were not deterrent enough.

“We want to introduce more punitive measures to make sure that our city remains clean.

“We will want perpetrators to pay more than $20 for polluting the environment,” he said.

The city is also expected to address the issue of shop owners who have complained that closing times provided by the current by-laws were not allowing them to make profit as they were required to close early.
