appointment, Mr Mbetsa was the chairman of the resuscitation team appointed to bring normalcy and restructure the council.
The elevation means Mr Mbetsa can now deal with managers implicated in corrupt activities as he now enjoys the mandate of council.
Mr Tanyanyiwa, who is facing corruption charges involving US$700 000 and is under house arrest, was suspended last week by Mayor Philimon Chipiyo.
Eight other officials have been arrested while others have been transferred to other workstations.
Those transferred were implicated in underhand deals but could not be fired for lack of adequate evidence.
Although the suspension had taken effect it still needed a full council resolution to make it binding.
