NURSE Aides from Matabeleland South province have endorsed the Constitutional Amendment No 3 Bill (CAB3), saying it will play a crucial role in enhancing development, which has been recorded under the Second Republic.
Speaking yesterday during a Matabeleland South Constitutional Amendment Bill 3 endorsement event at Esigodini Agricultural College, national chairperson of Nurse Aides for Economic Development, Tendai Munetsi said there has been significant development in the health sector under the leadership of President Mnangagwa.
As such, she said nurse aides were proud contributors to the Zimbabwe’s frontline health delivery system and economy.
Munetsi said Nurse Aides 4ED were active across all 10 provinces in the country.
The proposed Constitutional Amendment No. 3 Bill, which was gazetted in February 2026, seeks to introduce a number of changes aimed at strengthening governance systems, improving institutional efficiency and ensuring policy continuity.
The Bill is expected to be tabled before Parliament following the conclusion of public hearings, where it will require a two-thirds majority in both the National Assembly and Senate to pass into law. It will undergo Parliamentary scrutiny in line with legislative procedure.
Key changes include removing direct presidential elections in favour of parliamentary selection, consolidating executive control over the judiciary, and reversing voter registration reforms. The Bill is set to be tabled before Parliament on May 18, after the conclusion of nationwide public hearings.
However, public consultations are still ongoing as Parliament continues to receive written submissions, even though oral hearings have been concluded.
“As Nurse Aides 4ED, we fully endorse and support the Constitutional Amendment Bill No. 3. We believe it is vital for the President to complete the good work already underway.
“I will mention our sector, we are evidently witnessing 180 clinics constructed, the strategic expansion of NatPharm in Manicaland, the addition of a fleet of ambulances that were distributed in the health sector, the refurbishing of Parirenyatwa Group of Hospitals, Sally Mugabe Hospital and Mpilo referral hospitals,” said Munetsi.
“This is the advancement of the NDS2 health pillar, to ensure access to health services at every doorstep by 2030. These are the reasons we are endorsing the Bill to allow President Mnangagwa to complete the strategic national projects. The term length of seven years will be appropriate for the completion of empowerment and development programmes.”
Munetsi said Nurse Aides 4ED remain steadfast, loyal, and unwavering in their support of the ruling party agenda and the vision of President Mnangagwa and NDS2.
Addressing nurse aides and other stakeholders that had gathered for the event, Minister of State for Matabeleland South Provincial Affairs and Devolution, Albert Nguluvhe, said the unwavering support from nurse aides reflects their dedication to national progress and alignment with President Mnangagwa’s vision.
“CAB3 is a significant milestone in strengthening our democratic and governance framework. This Bill builds upon prior reforms and reflects our commitment to adapt to evolving national and global dynamics,” said Minister Nguluvhe.
“CAB3 represents a forward-looking instrument designed to strengthen governance and national development. Government remains committed to expanding employment opportunities in the health sector and empowering you to continue serving our communities with excellence.”
Government on February 16 gazetted the Constitutional Amendment No. 3 Bill of 2026, kick starting a 90-day public consultation period, which will culminate in Parliament deliberating on the proposed draft law and its passage into law.
The Bill also introduces a raft of legal reforms aimed at strengthening constitutional governance, clarifying institutional roles, promoting political stability and enhancing the efficiency of the State architecture.
Government has noted that the proposed amendments are intended to adhere to the spirit of the Constitution by refining and modernising certain provisions in response to governance experience, developmental imperatives and comparative constitutional practice.
The Bill also seeks to modernise and streamline various aspects of the constitutional architecture while upholding the values of the 2013 Constitution.
