Permanent secretaries reshuffled

Those moved are Transport, Communications and Infrastructural Development Secretary, Mr Partson Mbiriri, Education, Sport, Arts and Culture Secretary Dr Stephen Mahere, Public Service Secretary, Mrs Constance Chigwamba, Secretary in Vice President Joice Mujuru’s Office Mr Munesushe Munodawafa and Constitutional and Parliamentary Affairs acting Secretary, Mrs Virginia Mabhiza.

 

Mr Munodawafa has been reassigned as the new Permanent Secretary for Transport, Communications and Infrastructure Development while Mr Mbiriri is now Secretary for Energy and Power Development.

Mrs Chigwamba takes over as Secretary for Education, Sport, Arts and Culture, replacing Dr Mahere.

Mrs Virginia Mabhiza has been confirmed Secretary for Constitutional and Parliamentary Affairs, a post she has been holding in an acting capacity for some time.

Dr Mahere and Mr Justin Mupamhanga who was Secretary for Energy and Power Development have both been redeployed to the Public Service Commission pending reassignment.

Mr Valentine Sifumakweenda Sinemani has been redeployed from the Prime Minister’s Office to the Ministry of Transport on the same grade as principal director.

In a statement yesterday, Public Service Commission chairman Dr Mariyawanda Nzuwah, said Mr Sinemani’s transfer was with immediate effect.

He said in arriving at this decision, the commission had recognised his relevant qualifications.

He holds a Master of Science Business Administration degree majoring in transport and logistics and with special emphasis on air transport.

Dr Nzuwah said the reshuffle was in line with the commission’s ongoing exercise of promoting core values of professionalism and meritocracy.

“On 27 July 2011 the Public Service Commission issued a Press statement announcing that it had embarked on a review of the performance of senior managers in Government, namely directors, principal directors, heads of ministries and equivalent grades.

“The intention of the exercise was and continues to be the capacitation of ministries and departments and to ensure greater efficiency in the management of Government resources,” Dr Nzuwah said.

He said the reassignments were based on qualifications and experience.
