HARARE City Council is losing an average of over US$100 000 in revenue per month due to illegal commuter omnibuses that operate outside its ranks, the Works and town planning committee chairperson Councillor Prince Mutebuka has said.
Clr Mutebuka said an average of 4 000 illegal commuter omnibuses do not get into ranks.
“We are losing over US$100 000 in revenue per month from illegal kombis,” he said.
Clr Mutebuka said the city was trying to have an engagement with commuter associations to ensure all commuter omnibuses are registered, and an electronic system is put in place to detect if a commuter omnibus is registered or not.
“We also want ranks in all suburbs to be functional. Commuter ominibuses should also utilise those ranks; they should come into the central business district with passengers for the circulation to be controlled,” he said.
“Kombis from each route should also have a certain mark or colour, so it’s a policy we want to put in place through engagement with stakeholders.”
Clr Mutebuka said the scrapping of every entry into ranks by the Government made it difficult to control the commuter omnibuses.
“So we want to come up with a system to ensure kombis pay for every entry and we put boom gates similar to those at tollgates at the ranks. So we are going to have stakeholder meetings for the implementation of the policy,” he said.
