PRAZ cracks whip on errant companies: 53 cases concluded, one permanently barred

THE Procurement Regulatory Authority of Zimbabwe (PRAZ) has to date handled 53 cases involving companies that have been found flouting procurement procedures, with one permanently barred from participating in any bidding.

Speaking at the ongoing media training workshop on the Public Procurement and Disposal of Public Assets Act in Kadoma, PRAZ legal affairs manager, Mr Tapiwa Hove, said the decision to delist, permanently or otherwise, is in terms of the PPDPA Act.

“To date, we have handled and concluded just over 53 cases involving companies that flout procedures. The disciplinary committee is made up of independent members of the public drawn from specialized sectors,” said Mr Hove.

In terms of Section 69 of the Public Procurement and Disposal of Public Assets (General) Regulations, 2018, the Authority is empowered, on the recommendations from a Procuring Entity or the Monitoring and Evaluation Department of the Authority, following an investigation carried out by the department to debar or black list a bidder or contractor guilty of prohibited conduct from engaging in any public procurement or disposal process for a period determined by the Authority.

Notice to suspended or debarred bidder or contractor shall be made in writing in term of Section 75 of the Procurement Regulations.

At the end of the period for which a bidder or contractor has been suspended under, the Authority shall remove the name of the bidder or contractor from the debarred list in terms of Section 77 (1) and (2) of the Procurement Regulations.
