PRESIDENT Mnangagwa has appointed Engineer Tafadzwa Muguti as the new Permanent Secretary for the Ministry of Local Government and Public Works together with new chairpersons and commissioners for several independent commissions.
Prior to his new assignment, Eng Muguti was the Permanent Secretary for Presidential Affairs and Devolution.
In his new role at the helm of the Local Government ministry, he replaces Dr John Basera, who has been reassigned to the Zimbabwe Land Commission (ZLC) as a commissioner.
The latest executive realignments were officially announced in press statements issued by the Chief Secretary to the President and Cabinet, Dr Martin Rushwaya yesterday.
Dr Rushwaya confirmed that President Mnangagwa made the senior appointments in accordance with the provisions of the Constitution of Zimbabwe.

“His Excellency the President, Cde Dr. Emmerson Dambudzo Mnangagwa in consultation with the Public Service Commission, has in terms of Section 205(1) of the Constitution of Zimbabwe, appointed Engineer Tafadzwa Muguti as the new Permanent Secretary in the
Ministry of Local Government and Public Works,” Dr. Rushwaya stated.
In addition to the ministry appointment, President Mnangagwa made several key constitutional commission appointments.
Former legislator Mr Anele Ndebele was appointed Chairperson of the Zimbabwe Human Rights Commission (ZHRC) in terms of Section 242(1)(a) of the Constitution.
“His Excellency the President has, in terms of Section 242(1)(a) of the Constitution of Zimbabwe, appointed Mr. Anele Ndebele as Chairperson of the Zimbabwe Human Rights Commission,” said Dr Rushwaya.
Dr Leslie Ncube has been appointed Chairperson of the Zimbabwe Gender Commission (ZGC) under Section 245(1)(a), while Mr Sheuneni Kurasha joins the Zimbabwe Electoral Commission (ZEC) as a Commissioner under Section 238(1)(b).
The ZLC also received new leadership, with Professor Mandivamba Rukuni appointed Deputy Chairperson in terms of Section 296(1)(a).
Dr Mabel Ndakaripa-Hungwe was appointed as a ZLC commissioner.
All appointments are with immediate effect.
