ZANU PF Second Secretary and Vice President Dr Kembo Mohadi has said President Mnangagwa has raised the bar for the party’s conferences, shifting the measure of success from volume of resolutions to delivery.

Delivering his keynote address after President Mnangagwa officially opened the 23rd National People’s Conference at Chinhoyi University of Technology, Dr Mohadi said the President’s message was clear and direction unmistakable.

National Chairman Cde Oppah Muchinguri-Kashiri delivered the speech on the VP’s behalf.

“Your Excellency, on behalf of the entire leadership and membership of ZANU PF, I rise to express our profound gratitude for your address and for officially opening this 23rd National People’s Conference here in Mashonaland West,” said Dr Mohadi.

“Your message was clear and your direction unmistakable. You have reminded us that resolutions matter only when they change the lives of our people. That is the test before this Conference.”

Dr Mohadi said before President Mnangagwa assumed leadership, success of past conferences was measured by volume of resolutions adopted, but that has now changed.

“Before you assumed leadership of our Party, the measure of success of our past conferences was the volume of resolutions adopted. Your Excellency, you have raised the bar. The question we must now ask is not what we resolved, but what we have delivered,” he said.

He said every resolution must carry a clear owner and a timeline so that when delegates gather again they report on results, not intentions.

“Every resolution must carry a clear owner and a timeline, so that when we gather again we report on results, not intentions. This is the spirit in which we have received your address. It is a charge to every structure of the Party, every Ministry, Department and Agency to account for the work entrusted to them,” said Dr Mohadi.

He said this is the spirit of the theme “From Resolutions to Results: Consolidating Economic Development and Deepening Economic Empowerment Towards Vision 2030”, which asks the party to preserve what has been built and ensure its benefits reach the people.

Dr Mohadi said results of President Mnangagwa’s leadership are already before the nation, with production revived across key sectors and confidence growing.

“These achievements have been recognised by the International Monetary Fund, which recorded growth of 8.3 percent in 2025 and projects 5 percent for 2026. We are already surpassing that projection,” he said.
