PRESIDENT Mnangagwa has set December 20, 2025 as the date for a by-election in Bulawayo’s Nkulumane Constituency, to fill the National Assembly seat that fell vacant following the death of Desire Moyo last month.
The proclamation, published in Statutory Instrument 169A of 2025, officially sets the electoral process in motion.
Reads part of the proclamation, “Whereas it is provided by Section 39(2) of the Electoral Act (Chapter 2:13), that after the President has been notified in terms of the said section of vacancies in the membership of Parliament, he shall issue a proclamation ordering a new election to fill the vacancies in the same manner, mutatis mutandis, as is provided in Section 38 of the said Act in regard to a general election.

“And whereas, the Speaker of Parliament has notified me in writing on the 31st of October 2025 of a vacancy, which has arisen by reason of the death of Honourable Desire Moyo on the 10th of October, 2025, who was the elected Member of the National Assembly for Nkulumane Constituency.
“Now, therefore, under and by virtue of the powers vested in the President as aforesaid, I do, by this proclamation — (a) order new elections for the constituency of Nkulumane; and (b) fix Thursday, the 20th of November, 2025, as the date on which the nomination court shall sit, commencing at 10 o’clock in the morning, at the Magistrates’ Court, Court 5, Tredgold Building, Leopold Takawira Avenue, Bulawayo, for the purpose of receiving nominations of candidates for election as Member of the National Assembly for Nkulumane Constituency; and
(c) fix Saturday, the 20th of December, 2025, as the day on which a poll shall be taken if a poll becomes necessary in terms of section 46(17)(c) of the Electoral Act (Chapter 2:13).”
The Nkulumane seat became vacant following the death of the Citizens Coalition for Change (CCC) legislator in an accident along Bulawayo-Harare Road on 10 October.
The by-election is expected to attract candidates from various political parties seeking to represent the constituency in the National Assembly.
