PRESIDENT Mnangagwa has restructured the Ministry of Lands, Agriculture, Water, Fisheries and Rural Development, splitting it into two separate portfolios in a move designed to enhance efficiency and sharpen focus within the sector.
In a statement issued last night, Chief Secretary to the President and Cabinet, Dr Martin Rushwaya, said the reorganisation follows a review of the ministry’s expansive mandate.
The restructuring has resulted in the creation of the Ministry of Lands and Rural Development, alongside the Ministry of Agriculture, Mechanisation and Water Resources Development.
“Following a review of the Ministry of Lands, Agriculture, Water, Fisheries and Rural Development portfolio, His Excellency, the President, Cde Dr Emmerson Mnangagwa, notifies that the ministry has been divided into two separate portfolios as follows: Ministry of Lands and Rural Development and Ministry of Agriculture, Mechanisation and Water Resources Development,” said Dr Rushwaya.
He added that, as part of the changes, President Mnangagwa has reassigned ministerial roles with immediate effect.
Dr Anxious Masuka has been appointed Minister of Agriculture, Mechanisation and Water Resources Development, while Vangelis Peter Haritatos takes over as Minister of Lands and Rural Development.
The appointments were made in terms of Subsection 1 of Section 104 of the Constitution of Zimbabwe.
The move is expected to streamline operations within the critical agriculture and land sectors, which remain central to the country’s economic growth, food security, and rural development agenda.
The reconfiguration comes as Government continues to refine institutional frameworks to better align with national development priorities under the Second Republic.
