THE Premier Soccer League’s Constitutional Review Committee is waiting for the Sports and Recreation Commission to confirm the new Zifa constitution before working on theirs.The PSL, who are Zimbabwe’s soccer flagship have less than two months to finalise the constitution so that it is line with the Zifa document ahead of their end-of-February elections.
In an interview yesterday, the PSL Constitutional Review Committee chairman Tawengwa Hara said they have started data collection from clubs but their process is being delayed by the SRC who are yet to endorse the Zifa constitution.
Other members of the PSL Constitutional Review Committee are Donovan Moyo (PSL disciplinary committee chairman), Anthony Mangezi of Black Mambas and the league’s chief executive officer Kennedy Ndebele who is an ex-officio member.
“What we are waiting for at the moment is for SRC to confirm the Zifa constitution and once that is done, we are going to start our review process. Actually we have already asked clubs to send their proposals as to what they wish to see in the constitution.
“The PSL already has a constitution but the changes that will be made will have to be in line with the new Zifa constitution, especially now that PSL has been given 16 seats at the Zifa Assembly,” said Hara.
Besides the 16 seats that PSL has been allocated at the Zifa Assembly, Hara said the other issues that need to be clarified in the new PSL constitution is corporate governance.
The lawyer and football administrator who was part of the Zifa Constitutional Review Committee that worked on the national football body’s constitution said there was a need for clarity in terms of roles and responsibilities in the Premiership.
Hara said the new PSL constitution will distinguish the roles of governors as well as the secretariat. He said the constitution will seek to give PSL governors, who are the custodians of the league the power to run the affairs of the league through the secretariat.
Expectations are high that the new governing document will address the issue of who can represent the club at the PSL meetings as well as Zifa Assembly.
“There are certain issues that need heads of the clubs to make immediate decisions during meetings and what members are advocating for is that only club chairpersons or presidents must attend governors’ meetings as well as Zifa Assembly. We want to do away with situations whereby a club is represented by different people at meetings,” Hara said.
Should this happen, then it means that club secretaries will no longer be allowed at governors’ meetings. This might also have a bearing on club secretaries who aspire to be in the Premiership leadership as the clause might close them out of contesting for positions.
Hara who is Chicken Inn’s secretary is the outgoing PSL board member, competitions and if members agree to have club chairpersons or presidents representing their institutions, then he will be affected.
Also to be affected is Dynamos’ secretary Webster Chikengezha who is the PSL board member finance and is said to be targeting the PSL board chairman’s seat which is held by Twine Phiri.
Zifa communications manager Xolisani Gwesela said they submitted their constitution to the SRC long back and are waiting for a response.
