Residents mull legal action against municipality

AFTER enduring years of poor service delivery from the Bindura Municipality, residents in the capital of Mashonaland Central are now mulling legal action.

Most residents have resorted to dumping litter in open spaces, at shopping centres and by roadsides creating a ticking health bomb.

A local mining company, Timsite Milling recently came to the aid of the council by availing trucks to collect accumulated waste but the relief was only for a few days as people started dumping litter at undesignated sites again.

Aerodrome suburb resident Mrs Constance Mushayi said they were the most affected and were contemplating suing council.

She said people were fearing a disease outbreak because of the rains.

“Last year we petitioned council and raised concerns with the office of the Minister of State for Provincial Affairs and Devolution.

“We tried to engage the council on the need to address important issues affecting residents which are water supply and refuse collection but nothing materialised. We are in the process of taking the legal route to have our problems solved.

“People are dumping waste in open spaces close to homes, because of the rains, we are at a risk of a cholera or typhoid outbreak.

Acting town clerk Mr Kelton Chinowaita said they do not have enough resources to service the town.

“We had breakdowns of some of our trucks and we only had two on the road. We have plans to put another truck on the road and make sure that refuse is collected regularly to avoid heaping of litter in open spaces,” he said.

Bindura Mayor Councillor Brian Kembo said they were previously getting assistance from Timsite to remove litter from public spaces but the programme had stopped.

“Currently, we are engaging people who owe council so that they can offer refuse collection services in lieu of their debts. Management is finalising the process this week,” he said.
