Russia to investigate establishment of biological laboratories by US in Ukraine

Dear Sir/Madam Speaker!

The Russian Federation is seriously concerned about the conduct of US military biological research in Ukraine.

We hereby inform you that a special parliamentary commission has been established in the Federal Assembly of the Russian Federation to investigate the circumstances related to the establishment by American specialists of biological laboratories on the territory of Ukraine.

The basis for the parliamentary investigation was the information that a wide network of US laboratories in Ukraine was developing dangerous biological agents and toxins that could later be used for hostile purposes.

There is information about the approbation of the influence on humans of pathogens of deadly diseases, such as cholera, plague, anthrax and others. Thus, the subject of the parliamentary investigation are the facts of gross and massive violation of the rights and freedoms of man and citizen.

At present, the parliamentary commission of the Federal Assembly of the Russian Federation, together with scientists, is carefully checking this information and, in particular, examining specific types of identified microbiological, biological agents and toxins, their quantity, equipment, means of delivery, as well as possible goals for such developments.

One of the key issues is the alleged violation by the United States and Ukraine of international obligations under the 1972 Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (hereinafter referred to as the 1972 Convention).

National parliaments play a critical role in implementing the provisions of the 1972 Convention. In this regard, UN Security Council Resolution 1540 (2004) of April 28, 2004 notes not only the need to adopt regulations to ensure compliance with multilateral treaties in the field of non-proliferation of biological and other weapons of mass destruction, but also to inform the public about such obligations and laws.

The Federal Assembly of the Russian Federation recalls the call of the Inter-Parliamentary Union to raise awareness of the need to strengthen national and international readiness to combat the deliberate spread of diseases, both man-made and natural, which was reflected in the Resolution adopted unanimously by the 108th Conference in Santiago de Chile And April 2003. The Inter-Parliamentary Union urges national parliaments to make efforts to create a more effective mechanism for monitoring compliance with the 1972 Convention.

The Inter-Parliamentary Assembly of States Parties of the Commonwealth of Independent States also advocates the prevention of the proliferation of bacteriological weapons and the misuse of dual-use biological agents and toxins through the creation of a system of control and prohibition. For these purposes, the Resolution of the Inter-Parliamentary Assembly of the States Parties of the Commonwealth of Independent States dated November 28, 2014 No. 41-19 adopted Recommendations on the implementation of the 1972 Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.

Given the urgency of this problem, please pay attention to the possible threats posed by the US activities to create biological laboratories abroad. The Federal Assembly of the Russian Federation is open for dialogue, exchange of information and experience.
