Senior finance ministry official dies

THE Finance and Economic Development Ministry’s accountant-general/principal director, Mrs Judith Madzorera (nee Bindu), has died. Mrs Madzorera died yesterday morning at Avenues Clinic after succumbing to breast cancer.
Chief Secretary to the President and Cabinet Dr Misheck Sibanda said in a statement yesterday that Mrs Madzorera had worked for Government since independence and distinguished herself as a strict financial administrator who firmly adhered to the principles of financial discipline and accountability.

“During her illustrious career, she rose through the ranks to the post of finance director in the Ministry of Public Service, Labour and Social Welfare, where she served from 1994 to 2001,” he said.

“It was in recognition of her sterling contribution to the service of Government that she was elevated to the rank of accountant-general in the Ministry of Finance and Economic Development, a post she held until her untimely passing on.”

Dr Sibanda expressed condolences to the Madzorera and Bindu families on behalf of the Office of the President and Cabinet and the entire civil service.

Finance and Economic Development Minister Patrick Chinamasa thanked Dr Sibanda and the chairman of the Civil Service Commission Dr Mariyawanda Nzuwah for their leadership and support during Mrs Madzorera’s illness over the past year.

“Treasury also wishes to express its appreciation of the support given by Dr Anna-Marry Nyakabawu, her oncologist, Professor Muguti, other doctors, nurses, the Avenues Clinic, St Clemen’s Clinic, their management and all other staff during Mrs Madzorera’s illness,” he said.

“The Ministry of Finance and Economic Development wishes Mrs Madzorera’s family and colleagues in Government strength during this sad and dark hour of bereavement.”
An accountant by profession, Mrs Madzorera began her civil service career on in January 1986, initially as an Audit Assistant in the Office of the Comptroller and Auditor-General, before being promoted and transferred to the Ministry of Finance as Assistant Chief Accountant in April 1989.

She further rose to Under Secretary in charge of Statutory Funds in October 1990 in the then Ministry of Community and Cooperative Development.

In August 1993, Mrs Madzorera was promoted to Chief Accountant, now back in the Ministry of Finance.

Mrs Madzorera was further promoted in July 1994 to Deputy Secretary, Administration and Finance in the Ministry of Public Service, Labour and Social Welfare.

In March 2001, she moved back to the Ministry of Finance, now in an elevated position of Director, Finance, Administration and Human Resources, a position she held until she was re-assigned in September 2001 to the post of Accountant General (director level).

Her experience and dedication to duty saw her position as Accountant General being upgraded to Principal Director level in March 2004.

Mrs Madzorera was central to the formulation of the Public Finance Management Act of 2009 that governs resource management in the Public Sector, as well as the roll-out of the Public Finance Management System to Provincial level.
