Sudan’s quest for peace

Waddah Siddig-Counsellor, Embassy of Sudan

Since the outbreak of the war imposed upon the Sudan state, the government tried its best to avert the scourges of war. So, Sudan engaged in dialogue with the Rapid Support Forces terrorist militia group and signed the Jeddah agreement.

The said agreement stipulates the terrorist militia’s withdrawal from civilian objectives and a week-long ceasefire and the distribution of humanitarian aid.

The terrorist militia signed the agreement on May 22, 2023. Hence,  RSF now implements a foreign hostile policy agenda against Sudan.

It violated the ceasefire and refused to withdraw from the civilian objectives. In addition to that, it occupied Wad Medani on December 19, 2025, and committed many atrocities and heinous crimes on Agezira state.

Roadmap to end the war

The government of Sudan handed over to the UN a roadmap to end the war. It is a comprehensive plan designed to address the post war phase and facilitate a transition to civilian led political process. It includes the following key components.

Firstly, the launch of a comprehensive national dialogue inviting all political and social forces to participate and distance themselves from the aggressors.

Secondly, the formation of a government of independent national experts, to resume transitional duties and assist the state in overcoming the aftermath of the war. It also includes the amendments to the constitutional security approval from national and social forces before nominating a civilian prime minister. International support of the roadmap is supported by the African Union, United Nations and Arab League with a call for a national consensus to establish peace and stability in the country.

The roadmap aims to create a stable environment for the country’s future, ensuring that the transition to a civilian government is free and fair and that the country can hold general elections in the future. The roadmap is a significant step towards peace and reconciliation in Sudan.

To realise and fulfil the objectives of the roadmap, the government, with political and social consensus appointed, an expert, Dr Kamal Idris, who has a long experience with UN and is a renowned expert globally, and he constituted his cabinet, from Sudanese nationals as well as diaspora.

Sudan accepted the UN call for a ceasefire in Alfasher, which was under siege of the terrorist militia. Despite the harrowing and alarming reports of civilian casualties and attacks on hospitals, the terrorist militia refused to accept the ceasefire, and it escalated its fighting intensity, which has resulted in widespread civilian displacement and suffering.

The UN’s humanitarian coordinator has emphasised the need for safe and unimpeded access to aid, stating that civilians are trapped and facing starvation and lack of healthcare. Even Sudan called for the implementation of UN Resolution 2736, 2024.

Sudan Peace Initiative

The Prime Minister, Dr Idris proposed a peace initiative to the UN to end the world’s worst humanitarian crisis.

The initiative includes an immediate ceasefire monitored by the UN, the African union and the League of Arab States; the terrorist militia withdrawal from occupied areas; placement of terrorist militia members in camps for vetting and reintegration into society; and promising free elections after a transitional period for fostering inter-Sudanese dialogue.

Acknowledgment of the grave human and institutional cost of the conflict and a structured roadmap for disarmament and regrouping of the terrorist militia members are some of the requirements. The initiative has faced rejection from the terrorist militia because it has no national agenda; it only follows instructions from foreign hostile powers.

Sudan calls on the support and solidarity of all brotherly countries such as Zimbabwe to use its influence in UN and AU to adopt this initiative and stand with Sudan’s quest to fulfil and achieve peace.

Sudan concerns towards quad

The quad is composed of Egypt, the United States, the United Arab Emirates and Saudi Arabia, which the whole world witnessed its unlimited support to the RSF terrorist militia.

The proposal submitted by the quadruple aims to dismantle the army while maintaining the terrorist militia which is a threat to national identity.

The proposals of the quad interfere with Sudan’s domestic affairs by their insistence in excluding certain political factions. The quad called on a truce without full withdrawal of the terrorist militia from occupied civilian areas and homes.
