The younger Williams will link up with Socceroos star Mark Schwarzer at the London club after completing his move from Portsmouth on a two-and-a-half year deal.
The 18-year-old winger has made six appearances off the bench for the cash-strapped club this season and was transferred for an undisclosed fee, although reports earlier put it at around the £500 000 mark.
Bolton are in serious danger of being relegated and the elder Williams is expected to push for a transfer during the northern summer if Middlesbrough fail to make the EPL next season.
Meanwhile Ryan Williams said joining Fulham was a “big step forward”.
Elsewhere, Barclays Premier League side Sunderland completed a loan deal for out-of-favour Manchester City defender Wayne Bridge while struggling Queens Park Rangers confirmed the signing of French striker Djibril Cisse.
“I rate Djibril very very highly,” Rangers boss Mark Hughes said.
