Our Presentation Process

This presentation will guide the Politburo through a logical four-step process to clarify our governance model and solidify its foundations.

Foundational Review

Establishing the constitutional and ideological congruence between ZANU PF and the Republic of Zimbabwe.

Step 2: Narrative Clarification

Debunking false opposition claims by situating our model within the global context of successful liberation movements.

Step 3: Operational Imperative

Demonstrating the constitutional necessity of continued Party guidance to fulfil the historic objectives of the liberation struggle.

Step 4: Strategic Implementation

Proposing concrete mechanisms to enhance Party-State synergy and develop the next generation of ideologically sound cadres.

Slide 3: Foundational Harmony: The Ideological Unity of Our Constitutions

Esteemed Comrades, a scholarly examination reveals a profound ideological and purposive unity between our Party and the State’s foundational texts.

Common Source of Authority: Both documents derive their legitimacy from the same sovereign source: “the people of Zimbabwe.” This is not a coincidence of language, but a conscious legal and ideological alignment.

Constitutional Recognition of the Struggle: The National Constitution’s Founding Values (Section 3) legally entrenches the principle of “recognition of and respect for the liberation struggle.” This is a direct constitutional ratification our revolutionary legacy.

Unity of Purpose: The Party Constitution articulates the political mission; the National Constitution translates that revolutionary will into the supreme law of the land. One expresses the historical will, the other establishes framework.

Conclusion: ZANU PF is the political embodiment of the people’s will; the National Constitution is its legal formalisation. Our guiding role is the fulfilment of constitutionalism.

Debunking the “Party vs. State” Fallacy – A Global Perspective

The opposition’s argument is historically illiterate and constitutionally unfounded.

The Flawed Premise: The claim that ZANU PF’s guiding role violates the Constitution is a deliberate misreading. The National Constitution’s Chapter 2 explicitly guides the State in “formulating and implementing laws and policy decisions.” The Party provides this essential guiding ideology.

Evidence from Peer Nations: Our model is the proven norm among successful revolutionary movements:

In Africa, the ANC in South Africa and FRELIMO in Mozambique continue to set the national agenda. Globally, the Chinese Communist Party and the Communist Party of Vietnam show sustained party leadership is synonymous with long-term stability and development.

The Real Agenda: This narrative is a political strategy to disarm the revolutionary vanguard and create a governance vacuum for external interference, contravening the constitutional objective of  national unity.

Slide 5: The People’s Will & The Imperative of Party Leadership

The expectation for ZANU PF to relinquish its guiding role is a constitutional and logical absurdity.

The Express Will of the People: Our repeated electoral mandates are the contemporary expression of the popular will. The Constitution states authority is derived from “the people of Zimbabwe.” To withdraw our guidance would betray this sovereign trust.

The Folly of Abandonment: Having waged a protracted struggle, it is irrational to forsake the Statecraft needed to achieve our historic objectives, which are now constitutional imperatives like “the equitable sharing of national resources.”

The Necessity of Cadre Deployment: Ensuring the State apparatus faithfully executes the people’s agenda requires the deliberate deployment of ideologically clear cadres. This is strategic alignment, not fusion.

The Role of the Chitepo School: This institution is essential for fusing deep Party ideology with the constitutional mandate for “good, transparent and accountable governance.”

The Amendability of the Constitution: From Compromise to Strategic Refinement

A core constitutional principle is that the supreme law is a living document. Its amendability is a feature, not a flaw, allowing the State to remain dynamic.

The 2013 Constitution as a Necessary Compromise: Forged during the Government of National Unity, it was a negotiated settlement. Certain provisions reflect the political pressures of that moment, not a pure expression of our long-term national vision.

Amendment as an Act of Sovereign Stewardship: Therefore, amendment is not an attack, but a responsible perfection. It is our duty to refine the supreme law, ensuring it is a tool for unimpeded development, not a constraint from a past compromise.

Ensuring Strategic Alignment: Using our Parliamentary mandate to enact amendments is the highest form of constitutional stewardship. It aligns the document with the need for stability, continuity, and the unimpeded implementation of our national development programs.

Slide 7: Honouring Our Legacy: Constitutional Mandate for Veteran Protection & Welfare

Our duty to the heroes of the liberation struggle is a binding constitutional command flowing from our nation’s highest principles.

The Preamble: Our National Vow: The Constitution’s Preamble solemnly vows to “exalt and extol the brave men and women who sacrificed their lives during the Chimurenga/Umvukela and armed struggle”. This is an active, national commitment. Foundational State Principle: This vow is codified in Section 3(1)(j), establishing Zimbabwe on “recognition of and respect for the liberation struggle”, binding all state institutions.

State Obligation for Welfare: Section 23 mandates the State to take “reasonable measures for the welfare and economic empowerment” of veterans.

Enforceable Individual Right: Section 84 grants veterans enforceable rights to “due recognition” and “suitable welfare such as pensions and access to basic health care.”

Conclusion: Protecting our veterans is the definitive fulfilment of our constitutional covenant, uniting revolutionary legacy with supreme law.

From Resolution to Results – Structuring Implementation

To move from policy pronouncement to tangible outcomes, we must formalise and systematize the Party’s guiding role.

Secretaries as Thought Leaders: Each Party Secretary must become the premier thought leader in their domain, generating policy ideas for structured implementation by government, providing the “practical measures” required by the Constitution.

Structured Reporting & Accountability

Regular Liaison Meetings: Mandatory monthly meetings between Party Secretaries and corresponding Government Ministers.

Implementation Reports: Quarterly ministry reports to the relevant Party Secretary, tracking progress on Politburo and Congress resolutions.

Oversight Committees: Party committees to review reports and provide directive feedback, ensuring alignment.

Objective: To transform guidance into a visible, disciplined, and results- oriented process that exemplifies the “efficiency and accountability” demanded by the Constitution.

Slide 9: Building the Future: Strategic Legal Professionals Development Scheme

To secure our constitutional future, we must cultivate a new generation of ideologically sound legal experts. We propose the Strategic Legal Professionals Development Scheme (SLPDS).

Foundational Scholarship: Award full scholarships to talented students for law degrees at our national universities.

Ideological Conjunction: Mandatory parallel courses at the Herbert Chitepo School of Ideology, fusing legal training with the political philosophy underpinning our Constitution.

Strategic Attachments: Compulsory placements in key government ministries, state enterprises, and law firms to build a national network of aligned professionals.

 Constitutional Mission: These cadres will be trained to instinctively interpret and advance the Constitution’s vision, such as “fundamental human rights and freedoms” and “the devolution of governmental power.”

Long-Term Vision: A self-sustaining pipeline of legal experts who will defend our revolutionary legacy and constitutional order for decades to come.

Slide 10: Conclusion & The Path Forward

The Party-State-Constitution nexus is one of organic unity and strategic guidance. The Constitution provides the law; the State provides the machinery; ZANU PF provides the indispensable revolutionary soul and direction.

By implementing structured oversight mechanisms and forward-looking projects like the Strategic Legal Professionals Development Scheme, we orchestrate this synergy with greater discipline.

This is the definitive pathway to deliver transformative development, defend our hard-won sovereignty, honour our veterans, and secure the fruits of liberation for all future generations.
