ZANU-PF Bulawayo Province has made a resolution to computerise its district offices among other several key resolutions ahead of the party’s 17th Congress which will be held from 26 to 29 October at the Robert Mugabe Square in Harare.
In a wide-ranging interview, provincial party spokesperson and head of the Secretariat of the Resolutions Committee, Cde Archie Chiponda said another key resolution was the computerisation of District Coordinating Committee offices.
He said party members felt that given the global shift towards a fully digitised and paperless society, it was important that DCC offices be upgraded with urgency to enable efficient and proper workflow and database management.
“Delegates also touched on discipline within the party and resolved that stern correctional measures be swiftly taken to cadres who demonstrate indiscipline and sabotage. We also resolved that the party constitution should be adhered to at all times and its provisions be strictly respected with no compromise and all-party campaign resources, and material should be received and distributed at cell level.
“Furthermore, as we ready for 2023, we resolved that the party should conduct primary elections at least five months before polling day to enable healing and tension resolutions among aspiring candidates to be done on time to avoid disunity near the final push.
“Nominations for positions or candidature should be done openly in meetings, self-nominations should not be accepted. Unsuccessful candidature for parliamentary or council positions to be a maximum of two consecutive attempts. As a province, we also felt that candidature for positions should reflect the nation’s demographics and if necessary, increases in quotas should be implemented,” he said.
The province also wants the party to lobby for land fees and levies to be reviewed downwards as well as the 40km radius Presidential declaration to be implemented. The party is also expected to expedite the availing of 99-year leases while each Administrative District should have commercial land for agricultural projects.
The congress will draw delegates from Central Committee members, National Consultative Assembly, Women’s League National Executive, Youth League Executive, National Council of the War Veterans League, provincial executive members, District Coordinating Committee executives and one district executive chairperson per party district drawn from either the main body, Women’s League, Youth League or War Veterans League.
The revolutionary party has already dispensed with the women and youth league elective conferences.
Delegates resolved to endorse President Emmerson Mnangagwa as their sole candidate for the position of the President and First Secretary of ZANU PF at the 7th National People’s Congress.
“ZANU PF Bulawayo Province unanimously and enthusiastically to support and endorse President E.D. Mnangagwa as its sole Presidential candidate for the upcoming 2023 Harmonised General elections,” said Cde Chiponda. President Mnangagwa has already been endorsed by the province’s women’s, youth and war veterans’ leagues.
